Specifications include, but are not limited to: The research and report will: • Make recommendations on the quality of the current Ed 500 and Ed 600 standards for teaching reading; • Compare current New Hampshire Chapter Ed 500 and Chapter Ed 600 standards for teaching reading with standards and administrative rules from other states and nations that have high rates of proficiency and above for third grade readers; • Identify factors at the pre-service level that may influence becoming an effective reading teacher by collecting and reviewing: 1) degree-seeking candidate completion rates and time to complete program requirements associated with the full-time or part-time status of students; 2) pre-service teacherscores from the Pearson exam, Foundations of Reading and the number of times students have taken the exam; 3) and other relevant data to be determined in process; • Analyze EPP course requirements associated with applied practices for teaching children to read including course sequencing, content (syllabi), assessments, and supplemental resources; • Review and calibrate a sampling of New Hampshire Teacher Candidate Assessment of Performance (NHTCAP) projects as demonstrations of competence;
