Specifications include, but are not limited to: • Strategic Planning to guide executives in the planning and implementation stages of a mental health court including public agencies needs assessments, identification and analysis of options, development of strategies for the new programs, to reduce costs and to increase the effectiveness of services. The Evaluator will hold discussions with staff, providing an opportunity for staff to identify successes and barriers encountered in the process of project implementation. • Change management, including major procurement projects, program design and proposal writing, project management, organizational re-design, facilitation of stakeholder focus groups, and training. • Quality Improvement services include performance management, benchmarking, facilitating collaborative learning, and action planning for quality. • Data Collection, Performance Measurement, and Assessment effort
