Specifications include, but are not limited to: The Freeway and Arterial System of Transportation (FAST) Department of the Regional Transportation Commission (RTC) of Southern Nevada operates the 1600+ traffic signals in Southern Nevada on behalf of the local agencies. FAST utilizes Traffic Systems Management and Operations (TSMO) strategies to make the most of our existing traffic infrastructure. FAST focuses on the goals of improving safety, preserving capacity, and reducing congestion. The Program Management Consultant (PMC) services required under this contract is to provide the needed technical capacity to assist FAST in achieving these goals. The PMC will need to support the development of signal coordination and timing plans, conduct data collection, perform data analysis, assist with performance measure development and monthly reporting, and provide traffic signal design services. Specifically, RTC may need support in areas such as signal timing, signal coordination, travel time runs, queueing analysis, traffic signal modifications, temporary traffic control plans, operational analysis, and performance measure reporting. The PMC, acting as extension of staff, will support RTC staff in all program management functions necessary to ensure that projects are completed on time and within budget. PMC staff will be supervised by licensed professional engineer registered in the state of Nevada.; PMC personnel will be available to the RTC based on specific work authorizations dictated by the amount of work required. Because the RTC will be utilizing the PMC as an extension of staff, key personnel from the PMC project team may be expected to be available as necessary on-site. The RTC will manage the PMC and all RTC projects. RTC staff will be responsible for implementing all policy decisions made by the RTC Board and FAST Operations Management Committee (OMC) regarding the implementation of RTC projects and will supervise the PMC in their performance of specific duties. The PMC will establish a project organization to assist in the operational needs of FAST and the member agencies to perform the assigned tasks as needed. The PMC shall provide project staff in numbers, specialties and classifications and for such durations and at such locations as may be necessary for the performance of these services. The PMC shall recruit, mobilize and demobilize project personnel as required. The required numbers, origin and positions for the PMC staff will be mutually agreed upon by the RTC and PMC representatives.; The RTC will provide sufficient staff to monitor and control the PMC's activities. FAST will oversee the PMC's work. There will be no duplication between the work of RTC staff and the PMC. The RTC will issue Task Orders for the PMC based on an approved budget for each fiscal year. The PMC will prepare a yearly work plan to be reviewed and approved by RTC staff. This work plan will include authorized tasks, staffing (including a clear description of what each consultant employee will be working on), proposed fees and deliverables with specific timetables for completion. RTC will define scopes of work for all PMC assigned task orders, negotiate the cost of these assigned tasks and supervise the PMC during the performance of these tasks, as well as, review and approve the PMC work product when completed.; FAST staff will have the authority under this agreement to review the PMC's employee qualifications, approve every proposed consultant employee, as well as, request the removal of any consultant employee from the work. It is also important to note that the PMC will perform limited design services.
