Specifications include, but are not limited to: To procure an offeror who will develop, implement, and evaluate comprehensive communications with Medicaid members about the end of the federal public health emergency.; 1. Overall Expectations: STATE is seeking to communicate the end of the PHE and to inform North Dakota Medicaid members of what they need to do next. The target audience is all Medicaid members regardless of which program they are enrolled in (traditional or expansion). The message must include instructions on what members should do, as well as the value of the Medicaid program. The successful offeror shall produce culturally diverse materials prepared in English, Spanish, and Somali. The materials and any campaign logos and theme should be designed: 1) within the STATE’s branding guidelines (these will be provided to the successful offeror); and 2) to target audience groups. The target groups should be determined by offeror but should be aligned with groups enrolled in the Medicaid program (i.e., demographics, geographic, programmatic, etc.). Creative Services: The successful offeror shall work collaboratively with STATE staff on creative development, including, but not limited to, the following: advertising concepts, messages, themes, slogans, design of advertising and publication layouts, copywriting for print, video, radio, television, social and digital media, a high-quality digital photo and video collection (North Dakota specific – STATE has access to a library of existing North Dakota images that can be used by the successful offeror), design of promotional items, and web development. The successful offeror shall provide either the originals, reproducible copies, and/or raw video footage in quantities and formats satisfactory to STATE of all creative and marketing communication materials, technical data, evaluations, reports, and other work products within 30 days of final STATE approval. The successful offeror shall consider all reports, recommendations, documents, drawings, plans, specifications, technical data and information, copyrights, patents, licenses, or other products produced as a result of the service rendered under the contract the sole property of STATE, except for photography with previous copyrights. The successful offeror’s use of these elements must be approved in writing by STATE prior to use.
