Specifications include, but are not limited to: Management of the project in coordination with City staff through the procurement process, and assistance to the City with determining the best vendor for the delivery, installation, and operation of the public parking system within the downtown business district of Hot Springs, Arkansas; Identify and demonstrate ability to select and procure appropriate parking technologies, including evaluating parking access and revenue control system equipment needs, and creating equipment specifications; Draft Request for Proposal (RFP) procurement solicitation for parking equipment specifications; Recommend a fee structure for on-street and off-street parking that encourages the optimal parking utilization and discourages parking abuse; Develop plans, policies, practices, and rate structures to address parking issues facing downtown residents, employees, and employers; Evaluate special-use parking needs (commercial deliveries, disabled accessibility, and transportation permit holder parking); Assess the need for additional parking in the project area based on future parking demand, balanced by the needs of the downtown business community, visitors, and residents; Identify and evaluate potential sites for new parking facilities and provide recommended design configurations, parking control technology, rates, and space counts; A kick-off meeting with City staff to plan stakeholders/public participation methods and dates; Up to five (5) stakeholder meetings with downtown business owners, employers, residents, City staff, and groups, as determined by the City; Up to two (2) public input meetings; A presentation of the final analysis and parking recommendation to the Hot Springs Board of Directors at a work session.
