Specifications include, but are not limited to: Qualified Prospective Proponents and select a qualified firm to provide a policy foundation for achieving a transportation system that balances the needs of all streets, roads, trails, and highway users including: pedestrians, motorists, bicyclists, children, persons with disabilities, seniors, freight traffic, transportation network companies (“TNC”s), emergency responders, shared micromobility, paratransit, users of public transit, users of transportation services provided by non-profit and private providers, users of CCSD bus transportation, and users of Henderson Executive Airport. Evaluate the COH’s existing Master Transportation Plan (MTP) for the implementation of a network approach specifically focused to the existing built environment. The plan will look at opportunities where the application of the MTP is not possible due to existing constraints (i.e. conflicts and priorities among users, impacts to adjacent land uses, safety, livability, accessibility, maintenance, and budget) and propose possible solutions at the network level.
