Specifications include, but are not limited to: Replacing their current electronic filing system for all filings, including applications, complaints, inquiries, and comments (https://delafile.delaware.gov/). This RFP is requesting proposals for both a public facing and back-office application and the underlying platform. Development work for the project will include the public facing page providing the ability to search for existing Dockets, Reports and Orders. Development of the customer portal providing the ability for citizens, companies and home users for renewable energy to register and login to the system. User account management will be interfaced with the existing Okta based State single sign on (SSO) system (my.delaware.gov) via OAuth/OIDC. A dashboard will need to be developed for registered users to view their existing submission and provide the ability for them to create new submissions. All public facing pages must comply with applicable Web Content Accessibility Guidelines (WCAG 2). The project includes development, configuration, and customization of the interfaces and reporting which will be used by the Delaware Public Service Commission.
