Specifications include, but are not limited to: TESTING AND INSPECTIONS The City of Elko shall have an NAQTC Certified inspector on the project at all. Any change or problems on this project are to be directed through the Inspector, with the Engineer having the final decision. The City's inspector may stop the project for any reason, at any time. The City of Elko shall hire a testing firm to provide Quality Assurances test for the project. A sample shall be taken from each load of emulsion. The Contractor is responsible for Quality Control at their own costs. The City of Elko shall pay for all initial tests that it requires on this project. Any Contractor supplied material that fails a test shall be the Contractor's responsibility to replace at his/her own expense. It shall be the Contractor's responsibility to pay for all re-tests which are made necessary by faulty material supplied by the Contractor. MAINTAINING TRAFFIC The CONTRACTOR is required to provide and maintain a traffic control plan in accordance with Part VI of the Manual on Uniform Traffic Control Devices. Full street closures will only be permitted in select locations. The Contractor shall limit construction to one-half (1/2) of the roadway, in high traffic volume areas and as deemed by the City of Elko. All flaggers shall have a current State of Nevada Department of Transportation Flagging Certification. Contractor shall provide a minimum of two flaggers to be present at all times or at each major intersection directing traffic, as necessary. One traffic specialist shall remain behind construction operations to ensure no vehicle traffic breaches construction zones, until all material has cured, and traffic control provisions have been lifted.
