Specifications include, but are not limited to: 1. Professional consultation and participation in the preparation of specifications required to issue Request for Proposal (RFP) for employee insurance/benefit programs which may include but are not limited to: Health Insurance (traditional and managed care programs) Self-Funded Health Plans Group Term Life Insurance Vision Insurance Dental Insurance Deferred Compensation/Retirement Plans Other Voluntary Benefit Programs including Flexible Spending Accounts 2. Evaluation of proposals received in response to RFP's pertaining to the above listed coverage and development of a recommendation to the Director of Human Resources, Comptroller, and/or Quorum Court. 3. Upon request, analysis of employee benefit program structures regarding variable such as benefit changes, funding alternatives and premium rating. Additionally such analysis will include recommendation for plan changes for use by the Director of Human Resources and Comptroller. 4. Upon request, analysis of utilization data and data regarding the effectiveness of managed care programs. This analysis will include recommendations regarding program changes, which will improve the efficiency of the program. 5. Contacting providers of coverage directly on the behalf of Pulaski County to reconcile contract issues or to serve as a representative of the County in negotiating contract details with providers. 6. Provide access to the County Human Resources Department for short answers on day-to-day issues concerning this coverage. 7. Advise the County on issues related to changes in health care markets, health care laws/deadlines, and legislation at the Federal, State, and Central Arkansas level. 8. Upon request, provide wellness program support and assistance.
