Specifications include, but are not limited to: The City of Hot Springs, Arkansas, Animal Services Division is seeking proposals for veterinary spay/neuter services. The Hot Springs Animal Services Division places animals up for adoption to the general public. The City of Hot Springs Code of Ordinances requires that all animals being placed into adoptive homes be surgically spayed or neutered, rendering the pet incapable of reproduction. The number of adopted animals leaving the animal services facility varies each month. Generally the summer months are lower adoption rate months that are other months of the year. In fiscal year 2020, the Animal Services Division placed 620 animals into new homes during a twelve month period. In fiscal year 2021, the Animal Services Division placed 668 animals into new homes during a twelve month period. It is safe to say that adoption rates do vary, but the trend for the past five years, is that adoptions have steadily increased each year
