Specifications include, but are not limited to: The Texas Education Agency (TEA) is requesting proposals to conduct a legislatively-required evaluation of public open-enrollment charter schools. Proposals should demonstrate the proposer’s ability to complete the evaluation using quantitative and qualitative methodologies to: A. Describe the characteristics of students attending open-enrollment charter school campuses. B. Evaluate the impact of attending an open-enrollment charter school campus on student outcomes. C. Evaluate the perceived impact of attending an open-enrollment charter school campus on student outcomes as well as school satisfaction. D. Evaluate the costs related to the operation of an open-enrollment charter school. E. Evaluate the effect of open-enrollment charter schools on school districts and on teachers, students, and parents in those districts.
