Specifications include, but are not limited to: The Department of Public Safety (DPS), Division of Statewide Services (SWS), is soliciting proposals for an external audit of the State’s Criminal Justice Information System (CJIS) that serves as the state’s central repository of criminal history record information using the methodology in Quality Assurance Program established through the collaborative efforts of the National Consortium for Justice Information and Statistics, the Federal Bureau of Investigation, SEARCH Membership and the State Repository Records and Reporting Advisory Committee. ; When assessing requirements and best business practices for maintaining and disseminating accurate, timely, and complete criminal history record information, the following questions, and on-site observations at DPS and audited agencies will be addressed/assessed: Arrest Reporting: • Agency implemented operational procedures, including reporting, data entry and systematic audit procedures, designed to ensure maximum completeness and minimum errors in the DPS database. • All felony and misdemeanor arrests are reported to the DPS; is each arrest is supported by the arrested subject’s fingerprints? • Is there a backlog of arrest fingerprint cards to be entered into the ABIS database (i.e., not entered within 48 hours of receipt at the DPS)? If yes, what is the age of the backlogged arrest information? • The average time elapsed between the receipt of arrest information and fingerprints of the subject to entry of the information into the DPS database.
