Specifications include, but are not limited to: 1. Key Componentsa) Contractor shall, as requested, provide DMH with legal services and shall appearon behalf of DMH in hearings conducted pursuant to 13 V.S.A. § 4820 and anyrelated appeals or other proceedings.b) Without limitation and as requested, Contractor shall provide all legal servicesrelated to representation of DMH, who shall direct the litigation work ofContractor.c) DMH shall have sole approval and rejection authority over substantive filings,settlements, and related matters.d) Contractor shall report to the DMH General Counsel.2. Servicesa) The Contractor shall represent DMH in specific matters where the AttorneyGeneral’s office has determined that there is a conflict and the AssistantAttorneys General assigned to the Department of Mental Health cannot providerepresentation. The Contractor shall be authorized to initiate representation ofthe Department of Mental Health in a matter only upon request from the GeneralCounsel of the Department of Mental Health.
