Specifications include, but are not limited to: Data Collection and Review – Review files and previous engineering work associated with the dam. KDOW will provide access to the files for the dam. Coordinate with Kentucky Transportation Cabinet for information. Provide a summary of identified data gaps that will require attention in subsequent tasks.; • In-Depth Field Inspection – Perform a detailed engineering inspection of the dam to determine the current condition and identify any deficiencies. Include a comprehensive inspection of the outlet works and riser tower. Provide a stamped inspection report to KDOW detailing observations made and deficiencies identified.; • Instrumentation & Monitoring – Design and install an instrumentation package to provide remote telemetry for pool level, tail water level, and internal embankment water levels.; • Potential Failure Mode Analysis (PFMA) – Perform a Potential Failure Mode Analysis and provide a report of findings.; • Engineering Analyses – Conduct any additional or updated engineering analyses required for project design.; • Design of Improvements – Development of conceptual alternatives and cost estimate, Develop design drawings and specifications for rehabilitation of the dam using selected design alternative. Improvements shall minimize necessary property acquisition to the extent practicable.; • Emergency Action Plan – Update the Emergency Action Plan following the guidelines of FEMA P64. Coordinate with stakeholders and conduct a table top exercise review.; • Reporting – All results of the above are to be provided to KDOW in report form with all digital supporting data. Deliver report(s) as drafts for KDOW review and comment prior to issuing final report(s).; • Project Management – Provide project management for the project including the following: monthly progress meetings, kick-off meeting with KDOW at the start of the project, meetings to review the results of the analyses outlined above, meeting to review drawing and specification development at various stages of progress, and EAP tabletop exercise and stakeholder meeting. Provide coordination with KYTC engineering staff and City of Springfield administration.
