Specifications include, but are not limited to: 1) The selected engineering consultant will work with the Superfund Branch to calculate remediation quantities, and will provide itemized and total estimated costs for clearing, dewatering, excavation, material, labor, equipment, permits, disposal, and site restoration of the areas impacted.; 2) The selected engineering consultant will prepare a bid specification for labor and materials necessary for the dewatering, excavation and reclamation of pond, other affected areas, and drainages.; 3) In addition to developing the remediation plan, the selected engineering consultant for this project will provide construction management and oversight through completion of the remedial phase.; 4) The selected engineering consultant will provide an estimated timeline for the sequence of work to be completed within 120-days, and manage the project, and any changes, to finish the project in a timely manner.; 5) The selected engineering consultant will conduct a pre- and post-construction land survey to determine existing conditions, document areas that have been remediated, and prepare a final contour map.; 6) The selected engineering consultant will document daily activities and prepare a final report to include, at a minimum, quantities of material removed and disposed, analyses from samples collected, a pre- and post-construction land survey, copies of permits, recorded communication with local citizens, and weekly work logs.; 7) The selected engineering consultant will make appropriate notifications, acquire permits, outline safety measures, and provide explanation of special conditions for safety measures/precautions, and inspectors needed. The selected engineering consultant will work with state or local entities, and other personnel to ensure compliance during site work.; 8) Kentucky Division of Waste Management Superfund Branch (SFB) will provide the chosen consulting firm with site characterization information or data necessary to make a complete and informed estimation or decision. SFB will provide previous historical removals or incidents, existing soil boring data and soil classifications. SFB will provide any information to assist in determining areas of concern, excavation location and quantities, contamination concentrations, anticipated clean-up levels, analytical data for waste disposal, and on-site areas that are suitable for fill or material use. Additional site characterization can be completed by SFB.
