Specifications include, but are not limited to: 1. The Contractor shall have a computerized business management and dispatch program, to include a real-time GPS vehicle tracking system installed and actively working the effective date of the Contract. The program shall include computerized call-taking functions, dispatch functions, vehicle tracking devices inside every vehicle, rates, and invoice pricing system, daily, weekly, and monthly report functions and impound lot management functions.; 2. The Contractor shall have a GPS vehicle tracking system installed and fully operational, by the effective date of the Contract. The tracking device shall be FCC, IC and carrier certified.; 3. The Contractor shall require all tow truck drivers to obtain and maintain, at a minimum, a Level 1 Certification through TRAA (Towing and Recovery Association of America) and the National Driver Certification Program within one hundred twenty (120) days of employment. Failure to obtain the Level 1 Certification within the 120 days disqualifies a driver from operating a tow vehicle for this Contract.; 4. Contractor shall furnish all tow vehicles, tow equipment, qualified personnel, any and all absorbent materials necessary to properly perform the services described in Appendix A. At no time will faulty equipment be an excuse for not performing a particular service descried in the Contract documents. Failure to perform in a timely manner with fully operation equipment will not be tolerated and may result in the Contractor being terminated for cause. 5. Each of the Contractor’s towing vehicles shall, at a minimum, be equipped with the following tools and equipment: one (1) fire extinguisher with a valid date stamped on the bottom or validation attached by a tag hanging off the side; one (1) push broom; twenty (20) absorbent pads; twelve (12) highway flares; and one (1) waste material receptable capable of securely holding fifty (50) pounds of debris, at all times.; 6. The Contractor shall have the capability of towing any item(s) or vehicle(s) at all times and in addition to have the availability, capability and use of self-loader tow trucks, slide back tow trucks, and a Rotator heavy duty tow truck with a 35-ton minimum capacity with a 360-degree continuous boom rotation, at all times for the duration of this Contract. There will be no subcontractors allowed through the duration of this Contract, except for the Rotator heavy duty tow truck with a 35-ton minimum capacity with a 360-degree continuous boom rotation.; 7. All tow vehicles and tow equipment must be available to provide services in the APD Service Area at all times. At a minimum, all tow vehicles must meet Federal and State Safety regulations, be maintained on a regular basis, be mechanically safe, and appear with company logo on driver and passenger doors at all times. The MOA shall have the right to “shut down” immediately, upon inspection, any vehicle deemed unsafe or unsatisfactory during performance of this Contract.; 8. The Contractor must additionally have the capability of responding to request for tows of vehicle/vehicle combination(s) or item(s) over 33,000 lbs. GVW at all times.; 9. The Contractor shall comply with all requirements of AMC 9.44 and 9.46 when towing any vehicle or item under this Contract.; 10. The Department, at any given time, is authorized to inspect any and all towing vehicles used in association with this Contract to ensure compliance. Safety inspections will be at the discretion of APD.
