Specifications include, but are not limited to: The following is the specific scope of services requested. Interested respondents should specifically list the Tasks for which they would provide services: Task A. Planning and Research: • Develop report and advise Town boards on the nature and size of four-season businesses that could be supported and attracted in the town. • Develop, analyze and forecast key economic indicators and create benchmarks to track progress. • Develop and maintain inventory of areas where allowed uses and/or districts could be revised to allow for business expansion within the Town. • Develop and maintain inventory of sites for prospective development for potential uses such as workforce housing and new businesses. This includes where subdivisions could be created and/or apartment buildings and mixed-use opportunities. • Prepare and maintain profile of community services. This includes information on utilities, taxes, zoning, transportation, community services, financing tools, and incentives, in order to respond to requests for information for economic development purposes, the coordination with other departments and agencies as needed, and the integration into key Town documents such as the Master Plan. • Investigate and develop report on the feasibility of specific corridors that could be designated as Tax Incremental Financing Districts and Economic Revitalization Zones and what the benefits/drawbacks are to those designations. • Review and update interim reports on the benefits of a local Development Corporation and Revolving Loan Fund and what benefits each could provide.
