Specifications include, but are not limited to: A. Facilitate Public Processes on Complex and Potentially Controversial Environmental Policy Issues 1) Offeror must demonstrate its ability to plan and execute successful public processes, in coordination with a Team, that result in broad understanding of complex issues and stakeholder buy-in. This may include the ability to: • Work with the Team in advance of a first meeting with external stakeholders to identify issues or areas of concern; • Review and become familiar with the subject matter; • Manage public outreach and communication, in coordination with DEQ public information officer(s); and • Identify and recommend additional outreach or engagement strategies based on the intended audience, feedback, and topics. 2) Offeror must demonstrate its ability to facilitate meetings with stakeholders both inperson and virtually, as well as hybrid meetings consisting of both in-person and virtual attendees. Meetings may be held monthly, or as determined by the Team. Facilitator must be able to demonstrate its ability to manage the meetings in coordination with the Team, to include: • Establishing meeting ground rules, purpose, outcomes, and agenda; • Setting up and managing virtual meeting components, such as Zoom meetings or webinars; • Managing the meeting flow, including ensuring the meeting stays on topic, reinforcing ground rules and maximizing participation; • Consulting with Project Leader to ensure the Project Leader is steering the direction of the meeting; • Ensuring action items and next steps are captured and specified including date of expected completion; B. Lead or Advise Project Teams on Complex and Potentially Controversial Environmental Policy Issues. 1) Offeror must demonstrate its ability to lead or advise a team working to meet specified deadlines for projects that may cover diverse topics. Offeror must demonstrate its ability to help the Team to: • Develop a project plan for the specific task order; • Quickly get to the heart of controversial subject matter; • Identify and mitigate known risks and risks that emerge; • and • Develop a final product or products that meet the requirements of the specific task order. 2) Offeror must demonstrate its ability to support Team meetings in-person, virtually, or in a hybrid setting. This may include: • Designing a process to lead the Team through reviewing models, concepts, and recommendations to aid development of the new regulations or plans; • Establishing a procedure for setting an agenda, moving efficiently through discussion, documenting and defining areas of consensus, and working through disagreement; • Presiding at Team meetings in an impartial manner and helping the team move toward consensus; and • Working with the designated note-taker to manage minutes and records. 3) Offeror must demonstrate its ability to assist the Project Leader in providing oversight to the Team to ensure it has the resources it needs and is meeting its project plan. Offeror shall hold periodic meetings with the Project Leader to: • Provide oversight to the Team to ensure the project is on task; • Recommend resources needed to manage to the project plan; and • Help resolve any issues that require intervention.
