Specifications include, but are not limited to: STATE contracts with four federally recognized Tribes in North Dakota, known as the Tribal Nations, to implement primary prevention efforts targeting underage drinking, adult binge drinking, or other substance supported by data. The funding for these efforts comes from the Substance Abuse and Mental Health Services Administration (SAMHSA). STATE, along with the collaboration of the Tribal Prevention Coordinators within each Tribal Nation, conducted a Tribal Community Readiness Survey in the past (2008-2009), which was based on the Tri-Ethic Center’s readiness model. This survey asked about a variety of attitudinal measures related to the perception of substance use as a problem and the community’s receptiveness to addressing substance use issues. This survey has not been replicated since, rendering the data outdated. Currently, adult substance use data is limited or doesn’t exist for many of the Tribal Nations implementing prevention efforts. Effective prevention requires a data-driven approach. This data is a requirement of federal funding and essential to guide prevention programming in decision making, evaluation, and sustainability, and could provide each Tribe with additional opportunities for funding. STATE is soliciting proposals for the coordination and completion of a general population survey for each of the four Tribal Nations implementing prevention programs in North Dakota to measure rates of adult substance use and perceptions of substance use. STATE recognizes there are concerns with the collection and release of tribal-specific data by state and federal governments. This has caused barriers in the collection of new data used to evaluate programs and guide prevention work. As in past data collection agreements by STATE, STATE recognizes all data collected as part of this agreement will remain the property of each respective Tribe and will not be shared without written consent by the respective Tribal Council. The successful offeror shall adhere to all tribal agreements for the collection and release of the data. Each respective Tribe will become the sole owner of all the materials developed, branded, and produced under this RFP.
