Specifications include, but are not limited to: This is a Request for Proposals (RFP) for Contractors to provide Engineering design, permitting, and all other professional services necessary for the bidding and reconstruction of Hartley Road from a from a 2- lane road to a to a three (3) lane urban section with bicycle lanes, curb and gutter, closed drainage system and sidewalks. This project was previously designed as part of the Better Jacksonville Plan. Design services under this contract will include review and updating, where necessary, the existing topography, the proposed roadway and drainage design, required right of way and easement acquisition documents, new and previously acquired permits and the project bid specifications.; A. All design recommendations shall, as may be applicable, be consistent with: • The City’s Master Storm Water Management Plan; • The City’s Land Development Procedures Manual.; • Manual on Uniform Traffic Control Devices; • FDOT Minimum Standards for Design, Construction and Maintenance of Streets and Highways; • Florida’s Design Criteria for Resurfacing, Restoration and Rehabilitation (RRR) of Streets and Highways; • FDOT Design Standard Index; B. Consultant's services on this project may be in two (2) phases: Final Design (which may include JEA utilities should JEA opt to piggy-back on this contract) and Professional Services During Construction (PSDC), with separate negotiated fees for each phase. The original agreement for Consultant's services will be for the Design of the improvements. At the City's option, upon successful completion of the initial phase, the Consultant's services may be terminated or extended to include Professional Services During Construction (PSDC). Additionally, the City retains the option of having the Consultant prepare a Design Criteria Package for the City to use to complete the project under a separate Design-Build Contract.; C. It is intended that Contractor's services will result in all investigations, designs, drawings, permits, specifications, and other documents needed for the City to acquire any necessary land or easements, adjust utilities, and make connections thereto, obtain permits, seek bids, and contract for construction of this project. The Contractor may be required to prepare presentation materials illustrating concepts, participate in public meetings to obtain citizen input, and modify the design accordingly.; D. A detailed Scope of Services defining the exact performance requirements and schedules for completion of each phase will be developed during negotiations with the selected Consultant to establish terms of the agreement for professional services and consultant's fee.
