Specifications include, but are not limited to: DSAAPD is seeking vendors to create a formal quality assurance process for APS, and training to APS staff, quality assurance unit staff, training unit staff, administrators, and Leadership. Specifically, DSAAPD seeks a vendor to conduct the following activities: • From the lens of national best practices for adult protection systems, develop standards for Delaware’s APS and its quality assurance initiatives. • Identify strengths and weaknesses in Delaware’s processes, policies, and procedures from initial report to case closure. • Explore possible vulnerabilities in Delaware’s APS case management system, Harmony for APS, to recommend policy changes that will reduce those vulnerabilities. • Identify missing data elements for national reporting, inconsistencies in reporting, and additional quality measures that are necessary to meet quality standards. • Train staff, supervisors, and administrators on the importance of quality assurance, how to collect valid and reliable data, and best practices in inter-rater reliability and value stream mapping of the data collected.
