Specifications include, but are not limited to: a. Maintenance Services • Cleaning of 800 catch basins (utilizing a vactor truck or equivalent equipment) • Adequate decanting and disposal of catch basin material at the assigned dumping location shown in Exhibit I: Catch Basin Dumping Location. This location does not have hours of operation and can accommodate grit disposal and decanting within the hours of operation permitted by the City’s noise ordinance. • Additional decanting locations are available at the North WWTF and the East WWTF. These locations will be shown to the selected contractor and will be locked after 2pm each weekday unless access is coordinated ahead of time with the Stormwater Program Coordinator. • Grit Pile Capacity will be monitored by City Staff, however it is the responsibility of the contractor to work closely with the Stormwater Program Coordinator regarding anticipated grit dumping volumes to ensure the City provides adequate space. b. Inspection Services – Contractors selected to perform catch basin cleaning will be required to obtain and utilize a mobile device (iPad recommended) with the WorkOrderVUE app. Data collected during inspections will be used to measure against current target levels. Contractor’s field staff performing the cleaning work will be required to participate in a 1-2 hour training on the software (VueWorks or GIS Collector) the City is using for data collection purposes. Contractor will also be required to sign Access To Server Agreement with the City of Burlington. The contractors hand held device must meet the following minimum requirements: • Android: 5+ • iOS: 12+ • Windows: 10 build 17134+ (April 2018 Update) • Software setup and initial training for the City’s digital inspection protocol will be provided by City Staff. c. Manual on Uniform Traffic Control Devices (MUTCD) compliance – The Contractor’s proposal must document the ability to meet all MUTCD requirements during catch basin cleaning activities. The City will accept, at a minimum, two generic traffic control plans documenting how the contractor will always meet MUTCD requirements. These two traffic control plans will include a “high traffic” and a “low traffic” plan with higher traffic plans focusing on roads with continuous traffic and lower traffic plans focusing on quieter residential neighborhoods. d. Reporting/Invoicing All invoices submitted to the City for payment must contain the following: • The submission of a digital excel table, or an agreed upon equivalent, containing the number of basins being billed in the associated invoice. e. Additional Information • No permits will be required from the City to perform this work. • While catch basin depths vary, operators can generally expect catch basins to range from 4-8 ft total depth, with sumps ranging from 1-4’.
