Specifications include, but are not limited to: PHASE 2 – Acquisition Support: 1. Assist the Town in negotiations with the chosen manufacturer for the migration of the Town’s public safety Land Mobile Radio (LMR) systems to a P25 communications platform.; 2. Develop a Functional Design Plan for the upgrade or replacement of the Town’s existing LMR systems.; 3. Interface with surrounding towns and the State CLMRN to insure the highest level of interoperability to the Town’s public safety community.; 4. Assist the Town in evaluation of materials and pricing recommended by the chosen manufacturer, based on the State of Connecticut Master Contract A-99-001 or 99ITZ0001MA.; 5. Carry out technical reviews of any documents between the Town, State of Connecticut or the chosen manufacturer.; 6. Obtain the permissions and plan for the development of new RF sites for the system.; 7. Formulate a site development plan for civil work that could save the Town vendor price markup on construction expenses.; 8. Prepare all technical solicitation documents to be included in the Request for Proposal (RFP) sufficient for bidding and implementation.; 9. Provide bidding assistance by responding to technical Requests for Information (RFI).; 10. Attend all pre-bid meetings.; 11. Assist the town with bid qualification and contractor selection.; PHASE 3 – Implementation and Acceptance: 1. Supervise installation of the designed P25 radio system solution.; 2. Supervise integration of interoperability requirements as outlined by the Town.; 3. Provide implementation and cutover supervision of the new P25 radio systems so that migration will be seamless.; 4. Review certification of documented coverage testing results.; 5. Assist with the closeout of any documented punch list items.; 6. Review all pay requests and change orders.
