Specifications include, but are not limited to: 2.1. Region 1 VT State Parks (FPR) is seeking bidders to enter into an agreement to provide up to thirteen (13) new current year version of the contracted tractors, as described below, in exchange for an equal number of one season used models from the previous year. 2.2. The resulting contract period will be for a period of performance of 24 months assuming subsequent years with matching units. Should matching units not be available in year two and proposed units and/or net pricing are not agreed upon by both parties the State reserves the right to cancel the contract. Year one units will remain the property of the State. 2.3. The contract will have an option to renew up to two (2) additional 12-month periods. Any extensions beyond the initial contract period shall require mutual agreement of both parties. 2.4. First year of contract will cover 2022 model year units. 2.5. Used tractors taken in exchange have been used for one season in various VT State Parks and shall be in good cosmetic and mechanical condition appropriate for the hours of usage and shall include all guards and safety devices. 2.6. Wear and consumable items such as belts, blades, properly lubricated bearings and filters will be accepted by the vendor as returned. 2.7. The cosmetic finish on used trade-ins shall be appropriate for the hours used and shall be free of holes, breakage and deep gouges. 2.8. Paint on mower decks shall be considered a wear item unless there is evidence of excessive abuse to the decks such as large dents, holes, bends, and warping. 2.9. Minor scratches that do not compromise the strength of the body part or detract excessively from the appearance of the unit shall be considered normal wear, unless there is evidence of repeated misuse, such as multiple repeated scratch patterns on the same body piece. 2.10. FPR will reimburse the vendor for repair beyond what is stated here or appropriate for the hours of use.
