Specifications include, but are not limited to: The consultant will be responsible for conducting an analysis of existing zoning code and working closely with City of Valdez Planning staff to identify issues. The consultant shall prepare a draft ordinance for adoption, based on issues identified, as well as goals and actions of the comprehensive plan. The primary obligation for developing and drafting the ordinance is with the consultant, however staff will be engaged in evaluating changes to the code and providing feedback. Consultants should propose a method for maintaining good communication throughout the process, including regular meetings. Some topics that should be addressed in the ordinance include: • Housing density • Expansion of mixed-use development options • Recreation businesses • Natural hazard zones • Updated home occupation requirements – including update of bed and breakfast code to address all short-term rentals • Modernized sign code that reflects community needs • Parking code
