Specifications include, but are not limited to: SURVEY REPORT: The reconnaissance-level architectural survey will be an update to the inventory of 88 existing architectural surveys that the City currently has on file as well as the surveying of at least 46 new properties within the subject area that have not been previously surveyed. The primary focus of the survey will be on properties built between 1870 and 1970.; The survey will include approximately 134 survey forms, together with photographs, keyed to a map. The survey information will be uploaded into CARMA and hardcopies of survey forms, report, map, matrix, and image index will be provided along with a CD of digital images to the Maine Historic Preservation Commission and the City of Saco. A report will be drafted from the raw data that will assess potential historic buildings and/or districts for the possible identification of resources that merit local or national recognition.; The survey shall conform to the Maine Historic Preservation Commission’s Above Ground Cultural Resource Survey Manual for Grant Funded and Volunteer Projects and shall follow the CARMA survey process using the CARMA report template.; RESILIENCY OPTIONS REPORT: A second report will be drafted to document per property potential resiliency concerns as a component of the survey update. A report will be prepared with individualized recommendations for property owners within the subject area that may be at risk due to potential impacts of severe weather events. Those concerns may include, but are not limited to, windows below base flood elevation, structures made of aging materials, properties located on streets that flank the coastline, etc. The report will prioritize buildings identified in the survey report as being of historical significance. Resiliency shall conform to the Secretary of the Interior’s Standards for the Treatment of Historic Properties and/or the Secretary of the Interior’s Standards for Rehabilitation and Guidelines on Flood Adaptation for Rehabilitating Historic Buildings.
