Specifications include, but are not limited to: 1. MEETINGS: The evaluator will need to meet 2 times a year to assess progress, troubleshoot problems and offer guidance. The evaluator will also be available for ad hoc virtual/phone meetings.; 2. DATA INQUIRY: The evaluator will request, compile and assess gathered data and provide viability metrics in accordance with grant goals.; 3. DATA ANALYSIS: The evaluator will analyze data providing guidance on future grant decisions and outcomes. The analysis will be conducted using industry recognized Statistical Analysis Software and regression analysis informed by What Works Clearinghouse 4.1 Standards.; 4. DATA TOOLS: The evaluator will assist in the development of various questioners and will work to maintain consistency using Cronbach Alpha procedures. Further, year to year frequency will be identify using industry recognized Statistical Analysis Software. Developed tools will be used for quantitative and qualitative analysis.; 5. FORMATIVE EVALUATION: The evaluator will provide quarterly evaluation reports in line with Department of Education Standards.; 6. SUMMATIVE EVALUATION: The evaluator will provide annual evaluation reports in line with Department of Education Standards.; 7. CONFERENCE: Annual attendance to Washington D.C. Department of Education Conference.; 8. ADDITONAL RESPONSIBILITES OF THE CONTRACTOR; Contractor shall provide all technology, software, and hardware for completion of all tasks.
