Specifications include, but are not limited to: An experienced and reputable firm to develop a comprehensive outreach and marketing program for the newly passed Granite State Paid Family and Medical Leave (PFML) Plan (the Plan) that will be available for purchase by NH Private and Public Employers by December 1, 2022 and Individuals by January 1, 2023. As it is the intention of HB2 (Chapter 91, Laws of 2021) and its referenced RSAs (Appendix A) to maximize the number of Employees in the State who receive PFML benefits, the winning contractor will design and implement a wide-ranging strategy to assist the State in achieving the following goals: Enroll as many NH Employees in Year One (1) of the Plan as possible, continually increasing enrollment annually thereafter; Conduct outreach to NH Private and Public Employers so they can make participation and purchasing decisions especially for Year One (1) of the Plan and ongoing, ideally in conjunction with open enrollment periods thereafter; Educate NH Employees on how to purchase PFML coverage if their Employers elect not to, in time for the Individual Group open enrollment period, particularly in Year One (1) of the Plan, and annually thereafter.
