Specifications include, but are not limited to: a. The work for this contract will include repair and replacement of concrete curbing and sidewalks that do not comply with the City of Norwalk Standards. The City may add or eliminate locations depending on the availability of funds or if it is determined that some locations are scheduled for re-paving. The City does not guarantee a minimum amount of work on any particular road.; b. In repairing or replacing curbing sections, it may also be necessary to replace abutting or adjacent sidewalks. When a sidewalk abuts a to-be-replaced section of curbing, that sidewalk section must be removed in order to accommodate the curb forms necessary to establish a proper footing. That sidewalk section will then have to be replaced afterwards. When a grass strip separates a concrete curb and concrete sidewalk, any damaged, deteriorated, settled, or otherwise non-compliant sidewalk may also be replaced at the discretion of the City.; c. When a section of curbing or sidewalk must be replaced, there is a higher likelihood that the City may choose to replace abutting curbing or sidewalk sections for purposes such as drainage or runoff, public safety, or poor condition. At select locations, the City may also choose to add new sidewalk or curbing sections in order to create a continuous length of sidewalk or curb on one side of a road.; d. The criteria that are prioritized in determining whether concrete curbs or sidewalks are in need of replacement or repair are as follows: i. Material: Any curbing or sidewalk sections that do not comply with the city land use classifications must be replaced (i.e. asphalt curbs and sidewalks within the urban boundary must be replaced with concrete). If an asphalt sidewalk exists within the urban boundary, but the abutting or adjacent concrete curb does not need to be replaced, the asphalt sidewalk must still be replaced (with the concrete curb left undisturbed if possible). Concrete driveway aprons are only required within the urban boundary if they are abutting sidewalks on either side. The City may also choose to skip or eliminate a concrete drop curb for driveways not abutting a sidewalk.; ii. Any concrete curbing or sidewalk outside of the urban boundary can remain, or otherwise be replaced in-kind in order to conform to the Standard Details.; iii. Curb Reveal: Any concrete curbing with less than 2” of reveal is typically slated for replacement.; iv. General Condition: Concrete curbing that is evidently missing or settled (such that there is a discontinuity or offset between joints) typically would be replaced. Concrete curbing that evidently lacks a footing deep enough such that base material is not exposed following the milling of the road surface (1.5” deep) typically would be replaced. Concrete curbing or sidewalk that is in poor condition, but is otherwise conforming, i.e. cracked, delaminated, etc., may be replaced at the City’s discretion.; e. For any newly installed sections of curbing or sidewalk, the following criteria must be followed unless otherwise authorized by Norwalk DPW: i. Water must pitch outward toward the roadway from sidewalks or driveway aprons; pitch must be sufficient enough for water not to puddle on either the sidewalk or grass strip.; ii. Water must not be trapped at the boundaries where new curbs, sidewalks, or roadway/driveway patches meet existing conditions.
