Specifications include, but are not limited to: The vendor will: • Establish and provide New Hampshire on-line accessible absentee voting system on-line portal customized according to New Hampshire requirements; • Provide for hosting of the client side on-line accessible absentee voting system; • Import the State's ballot XML files, format, and ballot PDFs; • Create a ballot in the system matching the state’s PDF ballot for each town/city ward; • Independently compare the ballot the voter will receive from the vendor’s system ensuring the offices, candidates, questions, column rotations, and candidate name rotations are an exact match to the PDF ballot for that polling place previously provided by the State. The HTML ballot must appear as similar to the State’s paper ballot as depicted in the PDF as is possible; • Import from the State, on a voter-by-voter basis and over time as requests are received, the voter's: o Name; o Date-of birth; o Town/city ward; o E-mail address; • Prior to the state e-mailing the voter a link to his or her ballot on the vendor’s system, provide the State with access to the vendor’s system ballot intended for the voter; o The State will promptly review the ballot to insure the voter is receiving the correct ballot; o The vendor will provide the State with a means to report approval of the voter-to-ballot match or any needed correction;
