Specifications include, but are not limited to: 1. Program Design - Describe how the bidder will design the Program outlined in this RFP. The State highly recommends that bidders carefully review the enabling legislation to propose a Program design and roll-out that: a. Describes how stakeholders will be engaged, including State (e.g., Department of Environmental Conservation, Department of Motor Vehicles, and Department of Children and Families), repair industry, Vermont Vehicle and Automotive Distributors Association, and lower income community-based organizations to incorporate feedback on Program objectives and design.; b. Accommodates the ability to be flexible. The State values proposals that are nimble allowing for changes that affect efficiency and effectiveness of our stated goals without significant changes to the scope of work.; c. Creates a user-friendly repair voucher system.; d. Ensures all program eligibility criteria are met by supporting the State’s post-repair purchase sampling audits, including providing reporting and input on audit sampling procedures.; e. Provides an approach for implementing cost-effective processes for applications, repair vouchers and authorizations, and invoicing.; 2. Implementation Guidelines - The Contractor shall be responsible for Program development and implementation of the Program for the award term. The Contractor shall develop Program guidelines to incorporate Program design features. The guidelines must include a program overview or scoping document, eligibility requirements as directed by enabling legislation and the State, an overview of the process, repair facility obligations, participant obligations, and Program workflow. The Contractor will work with State to develop and incorporate details of the emissions warranty screening element.; 3. Program Processing Systems – Describe how the bidder would establish a system (or systems) for data management and receiving, evaluation, processing, and verifying applications and diagnostic and repair estimates, as well as issuing vouchers, repair authorizations and payments. Describe the public website and Program structures. The Contractor shall develop or procure, and host, all necessary IT infrastructure and software for Program administration and maintain system security by implementing commercially reasonable safeguards. Elements of this task shall include, but not limited to implementation of systems that: a. Provide the capability of accepting applications submitted electronically, processing applications to determine applicant and vehicle eligibility (including likelihood that repairs are covered under emissions warranty) and providing repair vouchers for applications approved. Discuss option for accepting hardcopy applications for those without access.; b. Provide for repair facility enrollment, estimate and diagnosis submittals for repair authorizations, and invoice submittals and payments.; c. Provide a public facing website.; d. Manage a consumer survey for Program evaluation to collect information on participant demographics, voucher effectiveness and customer satisfaction.
