The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking information to foster competition and to identify companies that possess the interest, technical capability, facilities/equipment and qualifications to manufacture, test, package, and deliver production DT-513( ) series hydrophones in accordance with the DT-513( ) Series Hydrophone Critical Item Performance Specification (CIPS).
The specifications will be made available via the Federal Business Opportunities (www.FBO.gov) site, as a secure posting. Potential sources must be registered according to DOD Joint Certification Program (JCP) in order to access the specifications.

MINIMUM REQUIREMENTS
The Contractor shall manufacture, test, package, and deliver production DT-513( ) hydrophones build-to-print in accordance with the DT-513( ) Series Hydrophone Critical Item Performance Specification (CIPS).
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to maximize competition and enable the Government to identify companies that are capable of providing the products described herein, prior to determining the method of acquisition and issuing a Request for Proposal (RFP). The contractor must be able to meet the minimum requirements. The North American Industry Classification Systems (NAICS) code for this requirement is 334511- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The small business size standard is 1,250 employees. This Sources Sought is looking to identify all interested potential Offerors and receive feedback, in the interest of promoting competition.
The DT-513( ) series hydrophones requirement has previously been purchased by NUWCDIVNPT in 2013. Due to the extended time period since the previous purchase, it was deemed appropriate to issue a Sources Sought. The results of this Sources Sought will be used to help foster competition (i.e., 100% set-aside for Small Business, Sole Source, or on an Unrestricted basis) and inform the development of the solicitation strategy and requirements.
After review of the Capabilities Statements submitted in response to this Sources Sought, NUWCDIVNPT will release a Synopsis to Industry regarding the acquisition strategy/decision, prior to release of the RFP. It is anticipated that an RFP will be posted late April 2019. The resulting Contract will be a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract.
It is requested that all interested businesses respond with a brief Capabilities Statement package (no more than 5 pages in length, single spaced, 12 point font) demonstrating the ability to manufacture the DT-513( ) series hydrophones, as well as providing feedback to the Government in the interest of promoting competition (no more than 1 page, single spaced, 12 point font) to Karen Sampson, Contract Specialist, at karen.sampson@navy.mil no later than 1400 EST 22 February 2019. Feedback on promoting competition is desired, not required, to respond to this Sources Sought.
The Capabilities Statement must address, at a minimum, the following:
Section 1: Introduction. Identify the Sources Sought Number and Title
Section 2: Corporate Description.
• Name of Company and address
• Confirmation of Company size status under NAICS Code 334511
• Country of Ownership
• Two (2) points of contact, including: Name, title, phone, and e-mail address
• CAGE Code and DUNS Number
Section 3: Past/Current Performance. Provide one (1) example of prior/current corporate experience providing similar technical capability within the last three (3) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to production of the DT-513( ) series hydrophones described in the DRAFT Statement of Work.
Section 4: Technical Response. Provide a detailed technical response that addresses the Government's minimum requirements.
Each potential Offeror shall provide the following:
• Production throughput capability (i.e., what quantity of hydrophones can be delivered per month in what timeframe after contract award.) This response shall include the Interested Party's consideration of all currently held Company production contracts and how the Interested Party would plan to integrate additional Government throughput requirements into its production capacity. It is anticipated that this effort will be structured as a five (5) year, Indefinite Delivery/Indefinite Quantity (IDIQ) type.

Only Offerors with an active registration in JCP will be provided access to the specifications.
