Specifications include, but are not limited to: 1. Build a sustainable web-based platform for a communication channel between theDepartment, contractors, unions and industry groups to assess the needs for the typeand number of construction industry craft employees, both immediate and to fillanticipated future vacancies resulting from retirement and normal attrition.2. Survey five (5) contractors and five (5) unions for the knowledge, abilities, and skills, bothsoft and hard, that an entry level employee or incoming apprentice will need to apply fora position or an apprenticeship program.3. Identifyandsurveyfive(5)existingunionandnon-unionpre-apprenticeship,apprenticeship, and pre-employment OJT, training programs throughout the State ofNevada, and identify the opportunities for partnering with the Department, to enhance thehiring and retention of women and minorities in highway construction jobs.4. Identify and survey recruitment sources to attract women and minorities to the highwayconstruction industry.5. Identify five (5) other states with OJT programs, and benchmark those other OJTprograms.6. Develop an OJT/SS (Supportive Services) program, including:a. The development and maintenance of a web-based platform (item 1);b. Defining the responsibilities of the Department, contractors, unions and others;c. Establishing the guideline;d. Forms;e. Training programs and partnerships;f.Agreements with unions;g. Agreements with contractors;h. Certified tradesmen, operators, and truck drivers.7. Manage the recruitment of minorities, women, and disadvantaged individuals utilizingconsultants.8. Enrollment of Contractors and trainees into the program, including tracking thecontractors and trainees in the web-based platform.
