Specifications include, but are not limited to: The present air permit requires use of the blower and flare in the landfill gas operations. The Department seeks a review of program efficiency to assess suitability for transition to a passive venting system. Review will expectedly require a site visit, a call or meeting with DEEP, and records review. A summary written report with requested completion by December 15, 2022, should offer determination of readiness, the basis for judgement, and, if applicable, an overview of proposed action steps, with approximate timeline, and estimated budget impacts. Routine Scheduled Maintenance: • Conduct a routine scheduled site visit every two months for a total of 12 visits in a twenty-four-month period. • Check the operation and maintenance of the blower/flare station during each visit o Note damage and noticeable operational deficiencies o Take gas quality measurements at the main gas header and/or the flare inlet using a Landtec GEM landfill gas analyzer or other appropriate landfill gas analyzer o Provide description of any major issues with the blower/flare station o Make changes to the flare operation schedule for optimal operation based on landfill gas production. • Collect the following data during each site visit: o Landfill gas flow o Automatic data recorder readings o Landfill gas composition (percentages of methane, carbon dioxide, oxygen and balance gases) o Main inlet header vacuum o Flare temperatures • Conduct scheduled maint
