Specifications include, but are not limited to: Services shall include consultation as needed with the Owner, HKT Architects (their respective sub-consultants) and the Construction Manager (CM Harvey Construction) referred to hereafter as the Design/Construction Team. The Commissioning Authority (“CA”) shall provide the following: review of existing building mechanical, electrical and performance evaluations of the operation of existing and newly installed systems. The CA shall work closely with the Design/Construction Team in addressing building system installation performance issues from construction through project closeout. The CA shall provide all engineering and administrative services needed to execute the following building systems commissioning tasks. A. Limited Design Phase Commissioning tasks carried out during the Design Phase are minimal on this project, consisting of a simple Peer Review of the documents. During this period, the CA will focus on the quality of the drawings and documents and assess the engineers work to increase quality control: 1. Review the design documents, written specifications and appropriate equipment submittals. 2. Provide written documentation concerning any potential issues noted within the drawings and specifications to the Design Team as a Peer Review of the systems. 3. It is understood that Construction Is Starting & This review is more for quality control and familiarity with the respective project B. Construction Phase Commissioning tasks carried out during the Construction Phase are typically executed without the systems in full operation. During this period, the CA will focus on the quality of the equipment and systems and assess the readiness of systems prior to implementing actual performance testing. This phase includes the following tasks: 4. Review changes to the design documents, written specifications and appropriate equipment submittals. 5. Attend minimum three (3) site meetings, inspections as required and conduct periodic site inspections throughout the project to: o Stay informed of the project’s progress o Report deficiencies to the Design/Construction Team as early as possible o Provide continuous quality assurance throughout the project 6. Develop customized mechanical system installation inspection procedures based on the plans, specifications and approved equipment submittals. 7. Provide written documentation concerning any installation discrepancies found during the site inspections in the form of an Action List. 8. The Action List shall clearly identify the deficiency and the responsible party. The CA shall coordinate this Action List with the Design/Construction Team’s Project Check List.
