Specifications include, but are not limited to: 1. Complete thorough walk-through of the facility and any support buildings on the surrounding campus.; 2. Interview ODRC facility and Central Office leadership to gain feedback. Interviewed staff should feel their views have been heard and receive timely documentation of collected points.; 3. Review existing OFCC administered facility condition assessments and validate or challenge the findings as a result of the site walk-throughs and/or staff interviews. Working with ORDC and OFCC staff, a determination will be made as to which buildings should be eliminated from consideration for re-use. The facility condition assessments will also provide a cost estimate for upgrading any buildings to be retained in any of the developed options.; 4. Using data provided by ORDC, review the 2015 SCMP recommendations for SCI in the context of how many offenders and of what custody and functional classification should be housed at SCI. Given the impact of completed 2015 SCMP projects and additional ODRC capital projects, review and update the master planning facilities, services, and programs recommendations at SCI. The capacity of the existing housing buildings will be defined and compared to the projected need for each category of offenders. Program and support service buildings will also be assessed relative to appropriate space to meet the projected population and prisoner profile.; 5. Using the updated recommendation for the future use of SCI and the capacity assessment in Item 4, a target square footage for the various components (e.g., food service, medical, housing) will be identified. While a detailed program will not be prepared, a building gross square footage will be identified for the various components that can be used to compare existing buildings to estimated need based on a target offender population. The block program will also be used to define any new buildings that could be a part of defining development options.; 6. With a basis from the previous tasks that defined potential use, size, condition, and value of existing structures, a series of development options will be defined. These will be combined into three basic groups: Maximize Existing Structures and Infrastructure; Replace Existing Structures and Infrastructure; Hybrid Option that Combines Existing and New Buildings and Infrastructure; The development of options will primarily examine the capability of each to satisfy the mission of the facility. While detailed planning and design will occur much later in the process, the exploration of each option will provide the following: Identification of structures to remain or be replaced.; Basic configuration of an appropriate perimeter.; Conceptualization of a site development plan.; Internal inmate and service circulation pattern.; Proposed phasing and implementation plan.; These options will be prepared in a format suitable for ODRC and OFCC to discuss and choose one for more detailed analysis.; 7. Once a preferred development plan is selected, the selected Consultant will refine the preferred development plan in sufficient enough detail to inform the process of proceeding with more detailed capital planning. This brief analysis is intended to provide the level of detail sufficient to address current capital requests for SCI but not sufficient to serve as a Program Statement in the capital budgeting process. As a part of the development of the preferred option, a cost estimate will be prepared using external cost consultants and the OFCC staff.
