Specifications include, but are not limited to: Provide a Statewide Voter Registration System (“SVRS”). The existing SVRS was implemented more than fifteen years ago to comply with the Help America Vote Act. The existing system utilizes much of the original proprietary software. We seek a new SVRS built on current technology. We seek a system built for New Hampshire with the Secretary of State (“SOS”)receiving a non-exclusive, non-transferrable, worldwide, irrevocable, royalty free, perpetual license to (i) use such Contractor Intellectual Property that is embodied in the Deliverables and (ii) reproduce, prepare, repair, modify or have derivative works made based upon the Contractor Intellectual Property as SOS may deem desirable or necessary for the SOS to further modify, enhance, or maintain the Deliverables and the Statewide Voter Registration System for use in New Hampshire. The updated SVRS must provide the features, user experience, and workflow of the existing system while also providing the additional capabilities and compatibility detailed in this RFP. The proposal must include data conversion from the existing to the new SVRS system.
