Specifications include, but are not limited to: Qualified firms to provide professional environmental engineering consulting services to provide a Phase I Environmental Site Assessment for the Emivest Hangar facility, located in Martinsburg, WV. The project goals and objectives are listed below. Vendors should discuss any anticipated concepts and proposed methods of approach for achieving each of the listed goals and objectives: 2.1. Develop and submit a Phase I ESA on the aforementioned Emivest aircraft hangar. Through the Phase I ESA, the vendor shall determine or discover the obvious presence or likely presence of a hazardous material, which may have been released or is likely to have been released on the subject property. The range of contaminants considered should be consistent with the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and should include petroleum products. 2.2. Perform a records review to obtain and review records that will help identify recognized environmental conditions in connection with the subject property; including but not limited to federal, tribal, state, and local government records. 2.3. Perform a records review of historical property use information (topographic maps, aerial photographs, fire insurance maps, existing reports, etc.)
