Specifications include, but are not limited to: 1. Plan and conduct vaccination clinics to increase COVID-19 vaccination rates in all three counties in Delaware. 2. The plan should cover the expenses to run mobile COVID Vaccine clinics and Education Programs in the minority/susceptible communities in each county in Delaware. There are three counties in Delaware. New Castle County, Kent County, and Sussex County. 3. Launch health education campaigns and use community health educators to work in the community to disseminate information about the COVID-19 vaccine to debunk common myths. 4. Partner with local leaders, organizations, businesses, and churches to organize mobile vaccination Clinics throughout Delaware. 5. Target population should include Haitian Creole, Hispanics, and African Americans
