Specifications include, but are not limited to: Assistance in the development of a State Electric Vehicle (EV) Infrastructure Deployment Plan (Plan) for the State of South Dakota which also meets these and forthcoming federal requirements released by United States Department of Transportation’s (USDOT) and United States Department of Energy’s (USDOE) Joint Office of Energy and Transportation (Joint Office) and/or the Federal Highway Administration (FHWA). It is the Consultant’s responsibility to research said requirements and any future guidelines and incorporate them into the plan. The Study Advisory Team believes the study needs to include, but not be limited to, the following tasks: 3.1 Kick Off Meeting Meet with the Study Advisory Team to confirm expectations and to finalize the work plan prior to doing any work beyond basic data collection. 3.2 Methods & Assumptions 3.2.1 Develop a draft Methods and Assumptions Document addressing the parameters to be used as the basis for the study. 3.2.2 Facilitate a meeting (can be held in conjunction with the Kickoff Meeting) to determine the assumptions to be used and data needed during the study. 3.2.3 Finalize the Methods and Assumptions Document in accordance with the Methods and Assumptions Template for SDDOT Planning Studies. 3.2.4 Prepare amendments to the Methods and Assumptions Document as necessary during the study’s duration. 3.3 Obtain Data / Baseline Conditions Analysis 3.3.1 Obtain and review previously completed studies. 3.3.2 Obtain and review all applicable laws, ordinances and guidelines. 3.3.3 Gather base mapping data.
