Specifications include, but are not limited to: The West Virginia Purchasing Division is soliciting bids on behalf of Public Service Commission of West Virginia (hereinafter PSC or Agency) to establish a contract for the purchase and installation of a Virtual Electronic Screening System (ESS) on Route 50 in Wood County West Virginia. Project location is 39°14'44.72"N, 81°23'24.86"W. PROJECT LOCATED 0.60 MI. EAST OF MONTGOMERY HILL ROAD (CR26) AND 0.40 MI. WEST OF DALLISON ACCESS ROAD (CR50) This contract is a time sensitive procurement driven by Federal mandates and expiring grant funds. The system must be completely installed and tested for a minimum of fifteen days without failure before the Agency will accept the system as fully operational. The installation of all systems and testing must be completed no later than June 15, 2022. The final invoice must be submitted to the Agency by June 20, 2022. The ESS shall be an integrated Commercial Motor Vehicle (CMV) electronic screening platform that will support PSC roadside enforcement operations and enforcement program management. The ESS will support deployments at weigh station facilities, virtual inspection sites and on mobile inspection systems, as required by the PSC. Operationally, the ESS will provide a link between various roadside sensors (listed in Section 3.1 below) and Federally owned and State owned commercial vehicle databases such as, but not limited to: 1) Commercial Vehicle Information Systems Networks (CVISN), 2) Safety and Fitness Electronic Records (SAFER), 3) Performance and Registration Information System Management (PRISM), 4) National Law Enforcement Telecommunication System (NLETS), 5) National Crime Information Center (NCIC) and 6) State specific (such as registration, taxation and special permits) to enable automated screening of CMV’s as they pass through each inspection area. The ESS shall provide real-time automated notifications to ESS operators, alerting them to high risk CMV’s, based on PSC controlled business rules
