Specifications include, but are not limited to: A. The Contractor shall provide a proven Commercial Off the Shelf (COTS) Environmental Management System (EMS). The system must integrate various existing ADEE components (eg, PDS, LCS, ePortal, etc.) into one centralized database and data flows to the required EPA systems.; B. Exchange Network: 1. ADEE has implemented a Network Node on the US EPA’s Exchange Network, and participates in various data flows between ADEE and EPA. The Contractor shall work in conjunction with ADEE programmers to establish additional flows between ADEE and EPA in both directions.; 2. The Contractor shall, as needed, modify existing workflows, establish internal routines to provide data to outbound flows and/or utilize data from inbound flows. This area shall require Contractor proficiency with the EPA's Exchange Network, creating and adapting Exchange schemas, and implementing Exchange-based flows between ADEE and EPA. Data flows which may require implementation or modification include, but are not limited to: a. RCRAInfo; b. ICIS; c. Water Quality Exchange (WQX); C. Centralized Database: 1. The system must include a centralized database which includes a user interface to easily interact with the data.; 2. The database must be able to store and access the data from the EMS and from multiple existing ADEE systems (eg, PDS, LCS, ePortal, etc).; 3. The system must also store data such as contact information for newspapers, mayors, judges, staff, etc., that will be utilized in templates/mail merged documents. This data is currently stored in Access Databases.; D. Metrics and Reporting Module: 1. The system must include metrics and reporting functionality for ADEE’s use.; 2. The system must allow ADEE to define new reports in the system and edit as needed without assistance or ongoing support from the Contractor.; 3. The system must be able to export report data to a variety of formats including, but not limited to the following: i. Microsoft Excel; ii. .csv; iii. .txt; iv. .pdf; E. Customer Web Portal: 1. The system must include a web-based customer portal that allows members of the regulated community to access and manage all aspects of their applications, permits, regulatory reporting, and fees. ; 2. The system must allow paperless submittal of required documentation with verified user capabilities that are Cross Media Electronic Reporting Rule (CROMERR) compliant and meet the credentials-based electronic signature requirements by means of electronically verifying government ID to minimum standards through an EPA authorized identity provider source.; 3. The system must allow the regulated entities to interact with the agency for the full regulatory lifecycle.; 4. The system must provide the regulated entities with the ability to view and monitor their applications, track and provide alerts for reporting requirements, and pay fees electronically.; 5. The system must seamlessly gather and integrate all data into the centralized database for ADEE's use in reporting, permitting, inspections, enforcement, and electronic billing.
