Specifications include, but are not limited to: 1. Complete FCC Forms 601 for all BIT requests for new VHF High Band spectrum, assist in resolution of coverage problem for the VHF High Band system as needed.; 2. Represent BIT before the Federal Communications Commission's (FCC) offices in Washington D.C. and/or Gettysburg.; 3. Perform coverage and interference contours studies for the proposed and modified sites per BIT’s request.; 4. Perform microwave frequency coordination including path analysis if necessary, prior coordination notice and prepare FCC forms.; 5. Approve and register filings for radio towers with FAA and FCC.; 6. Approve and register filing under newly created and required FCC Registration Number (FRN).; 7. Complete and generate propagation maps for the proposed sites in the VHF High Band and/or other frequency bands as required.; 8. Review, analyze, and submit engineering study of BIT's communications network/systems.; 9. File for any minor FCC Part 90 related rules and regulations waiver request.; 10. Per BIT’s request, assist in corresponding with all FCC Part 90 Frequency Coordinators, FCC, and FAA.; 11. Assist BIT’s personnel with all FCC Part 90 Rules and Regulations, which pertain to Land Mobile Radio Services (LMRS). Keep BIT Communications Department’s personnel abreast of all FCC proposed and/or approved FCC Rulings, Rules, and Regulations.; 12. Perform, annually, up to four trips to South Dakota or FCC offices in Gettysburg/Washington DC.; 13. Keep BIT staff abreast of latest digital technology for land mobile wireless communications systems, such as Project 25, TETRA, etc.; 14. Assist BIT in the future need and growth of their wireless communications system.; 15. Monitor all BIT PW and MW FCC licenses in order to renew in a timely manner.; 16. Monitor all BIT PW and MW FCC licenses in order to file for construction notification in a timely manner.; 17. Keep BIT staff abreast of all latest FCC and FAA proceedings as they pertain to their LMR communications systems
