Specifications include, but are not limited to: I. Be on standby to receive assignments from the Executive Director, or his designee.; II. Collect all relevant information about the vessel and the incident necessary to commence the investigation.; III. Travel at his/her own expense by ground transportation to the location of the incident or location of the subject vessel or persons. If marine transport is required, these costs may be reimbursed with prior approval of BOPC’s Executive Director in accordance with Exhibit B-1.; IV. Enter into areas restricted to marine personnel and board vessels for conducting investigations, if necessary. The Contractor shall obtain permission to enter those areas and vessels from the appropriate authorities before conducting an investigation.; V. Interview relevant crew members, shore personnel, vessel management and operation personnel as needed, take notes, and preserve contact information of all personnel interviewed.; VI. Obtain copies of documents and electronic data (where available) relevant to the matter investigated; take pictures of vessels, incident area, and any other object relevant to the matter investigated.; VII. In-person inspection of pilot boarding equipment and record of its status and state, if applicable.; VIII. Research and obtain information about relevant safety standards applicable to pilot boarding equipment under investigation.; IX. Research information on the vessel involved in the matter being investigated.; X. Research and obtain relevant weather, sea condition, and traffic information concerning the navigational incident.
