Specifications include, but are not limited to: Phase 0: Project Planning and Initiation This phase represents the project management component of this engagement. The purpose of this phase is to ensure that project activities will be completed on time and according to agreed-upon specifications. The successful firm’s project management approach is typically comprised of Project Kick-Off, Planning and Coordination, Project Control, and Project Closeout.; The successful firm’s project team will work directly with the SNRHA project team to create a project plan. The project plan will outline the expectations for all involved parties; establish and monitor communications, resources, and time; and foresee and respond to changes, risks, and issues. During this phase, the successful firm will discuss the optimal ways to work with SNRHA leadership and staff. The successful firm’s project manager will be responsible for monitoring project progress towards achieving agreed-upon objectives within the established project timeline. The project manager will document and communicate any issues that may arise during the course of the engagement and will serve as the primary point of contact within the project team.; Phase I: Discovery In the Discovery phase, the successful firm will obtain the necessary information to produce the Transition Assistance and Assessment Final Report and supporting analyses. The successful firm will work with SNRHA staff to collect the required information through document and data requests, interviews, and surveys. The successful firm will interview SNRHA’s executives, directors, managers, and select staff the key operational areas.; Phase II: Analysis After completing the on-site component of Phase II, the successful firm’s team will perform a series of analyses of information and data acquired through the discovery phase. The successful firm will analyze each of SNRHA’s key operational areas through the lens of the US GAO internal control standards and attendant Enterprise Risk Management (ERM) framework: SNRHA’s Key Operational Areas: 1. Administrative Services; 2. Financial Management; 3. Housing Program Management; 4. Voucher Program Management; 5. Supportive Services Program Management; Phase III: Reporting: At the conclusion of each component of the analysis, the successful firm will provide interim reporting to SNRHA leadership to summarize attendant findings and recommendations, obtain feedback, and deliver tools, such as the Stakeholder Prioritization and Alternative Revenue Sourcing Matrices.; During this final reporting phase, the successful firm will prepare, present, and deliver its final report to SNRHA leadership. The final report will include a Risk Scorecard, rating risk levels of SNRHA’s key operational areas through the lens of the US GAO internal control standards and attendant Enterprise Risk Management (ERM) framework, which includes governance and culture; strategy and objective setting; performance; review and revision; and information, communication, and reporting.
