Specifications include, but are not limited to: Part A – Administrative and Planning Projects and Tasks: • Assist with the drafting and/or revision of policies and procedures; • Assist CILC to define staff compliance responsibilities and provide training on the allocation of those responsibilities; • Assist CILC to secure a third-party to provide compliance review services; • Conduct a case study on non-bank CDFI compliance best practices; • Review performance measures and develop standardized reporting/dashboards for the Board, Management, and annual reporting; Part B – Business Lending Projects and Tasks: • Assist with close-out reporting for CILC COVID-19 relief grant programs; • Assist CILC to develop an allocation strategy for business lending capital to ensure funds are timely deployed; • Help identify annual targets for raising business lending capital; • Assist CILC to review business lending Loan Loss Reserve amounts; • Assist CILC to review and revise Business Lending Policy and related procedures; Part C – Residential Lending Projects and Tasks: • Research and identify funding sources for CILC’s DPA 2nd mortgage loan program; • Evaluate mission and financial outcomes of CILC IDA program and evaluate options to expand/scale or phase out IDA program; • Assist CILC to evaluate opportunities to implement new residential programs or make improvements to current residential program offerings
