Specifications include, but are not limited to: VTLIB seeks bids to provide statewide access to database products and digital resources to meet the educational and research needs of all Vermont residents. Databases included in a successful bid will have resources that meet these needs for the following populations • General Public • Students, K-12 • Students, Academic Libraries • Faculty & Staff at all academic institutions To suit the varied information requirements of these populations we request bids have databases that cover a variety of topics, including (but not limited to): current periodicals, consumer health, business, biography, careers, history, education, etc. Content should be available in a variety of formats and comprehension levels that fit the varied audience. Accessibility tools such as text-to-voice, font adjustments, etc. should be available in all databases proposed. The majority of the content included in the databases should be available as full-text, and complete citations for all content should be available in a variety of citation formats including MLA and APA. Vendor(s) must provide: • Products that are available 24/7, excepting regularly scheduled maintenance. Regularly scheduled maintenance must occur during off-peak hours. Supplier should provide any supporting documents and schedule for product updates and maintenance. • Product updates and maintenance should be provided for the duration of the contract. • System monitoring 24/7 – with notification to the State for all unplanned service interruptions and reporting of the time required to respond and restore service. • Technical support to library staff and end users that is available during regular business hours ET Monday-Friday, and 9:00 am to 8 pm ET Saturday and Sunday. • Training materials for librarians, teachers, and users. Training materials can include handouts, webinars, and live training opportunities. • Marketing materials for libraries to promote the resources included. Marketing materials should be available at no additional cost to libraries. • Statistics and reporting granular to the institution level. • Reports must be available online, on demand as well as in a downloadable format. • Must support Counting Online Usage of Networked Electronic Resources (COUNTER)
