Specifications include, but are not limited to: prepare Airport Master Plan Updates for the Wiley Post – Will Rogers Memorial (Barrow) Airport in the community of Utqiagvik and the Deadhorse Airport Master Plan in Deadhorse; Plan components will include, but not limited to: • inventory existing facilities, existing airport data, and identify any data gaps • review aviation needs and facility requirements at BRW • generate aviation forecasts and identify critical aircraft • analyze alternatives for airport development • conduct environmental overview in accordance with Instructions for Airport Projects (formerly FAA Environmental Handbook), Order 5050.4 • prepare Facilities Implementation Plan • prepare Financial Feasibility Plan • update Aeronautical Survey • update Airport Layout Plan • develop GIS geospatial airport database with basic airport information
