Specifications include, but are not limited to: construct a diverging diamond interchange at the intersection of the Steese and Johansen Expressways.This intersection is significant for its role in truck haul associated with the North Slope, as well as significant commutertraffic for the east side of Fairbanks. Extensive public involvement has been conducted to date, and right-of-wayacquisition of commercial properties will be required, including a business relocation. The project has the potential tosignificantly impact traffic during construction due to the lack of adequate alternate routes; •Minimize traffic impacts during construction (both at the intersection and the impacted system around it) andensure unimpeded freight and transit access.•Accurately and with adequate notice times communicate traffic impacts including detour routes and delays.•Develop positive relationships with area businesses and residents and ensure timely right-of-way acquisition.•Accurately account for and manage risks associated with labor and supply chain shortages and competinginfrastructure projects.•Develop a cohesive and collaborative team with the CMGC, project consultants, ICE, and Department.•Provide cost certainty to minimize surprise impacts on the Department’s overall program.
