Specifications include, but are not limited to: 2.1. QUANTITY: 200,000 forms annually, overrun not to exceed 3% 2.2. SIZE/FORMAT: 2.2.1.Form is 8-1/2” x 11” 2.2.2.This is a high- security document with a number of anti -fraud properties, both in the manufacture of the paper and in the printing, as detailed below. Vendors are required to meet security requirements with traditional or substantially similar methods and provide explanation of how applicable production processes achieve desired security requirements. 2.3. STOCK & SECURITY: 2.3.1.As many of the following as possible should be included. Please explain any alternative features proposed. Title document must contain a combination of at least 10 overt and covert security features. 2.3.2.High-security, controlled-distribution paper with watermark hot-stamped hologram, security laminate, etc. 2.3.3.Basis weight: 25# – 28# bond. 2.3.4.Paper surface must support toner-based imaging. 2.3.5.Toner retention: FACE OF THE SHEET ONLY must have a special coating treatment, variously known as “toner retention”, “toner grip” and “paper toner fusion”, to make toner-based images indelibly bonded to the paper, thus preventing their removal for purposes of committing fraud. 2.3.6.Chemical Sensitivity: stock shall produce obvious dye stains if any of a broad array of chemicals is used to tam per with the document, including high and low -polarity solvents, oxidants, acids and alkalis. 2.3.7.Archival: paper chemistry must provide “archival” properties with longevity ≥15 years. 2.3.8.High resolution geometric design border - A unique high-resolution border containing micro-printing, line modulation and latent image features printed via ei ther the lithographic or intaglio process. Inks used for the printing should be permanent and have a high resistance to fading or other discoloration. 2.3.9.Prismatic color pattern - A printing technique where a pantograph background is printed in two or more colors. The different ink colors blend into each other in a way that is difficult to simulate. 2.3.10. Copy Void Pantograph - A repetitiously designed pantograph consisting of multi-directional images virtually invisible to the naked eye but detectable when reproduction on copiers is attempted. 2.3.11. Background Security Design - A repetitious design consisting of a pattern that hinders counterfeiting efforts. 2.3.12. Non-Optical Brightener - Paper without added optical paper brighteners that will not fluoresce under ultraviolet light. 2.3.13. Microprint-text - A line of small alpha-characters that requires a small magnifying glass to read. Microprint to include at least one intentional misspelling. 2.3.14. Consecutively Numbered - A visible control number printed in fluorescent red ink on the document face. 2.3.15. Security Thread with microprint - A standardized text using “Secure Document” or customized text in a continuous pattern on micro-printed thread either fully embedded or windowed in the paper. The thread would be continuously micro-printed with security text. Security threads may be composed of metallic or polyester materials and fluoresce. 2.3.16. Visible security fibers - Multicolor UV sensitive visible fibers are embedded and randomly distributed throughout the paper during the manufacturing process. Visible fibers may be fluorescent or non-fluorescent. The fibers can be easily seen without the use of any special equipment. 2.3.17. Invisible security fibers - Multicolor UV sensitive invisible fibers are embedded and randomly distributed throughout the paper during the manufacturing process. 2.3.18. Intricate borders: intricate geometric lathe work borders with the words "CERTIFICATE OF TITLE" knocked out of the border at top center and the words "VOID IF ALTERED" knocked out of the border at bottom center. 2.3.19. Latent Images: the letters “V” and “T” concealed as latent images in the border design at top left and top right, respectively. 2.3.20. Erasure-Sensitive Inks: The void pantograph and the odometer security block backgrounds are to be printed with a special erasable ink. Any attempt to alter information by erasure will create an area where the background tint is visibly missing. 2.3.21. Protection Panels: several fields on both sides of the certificate will be shaded by rows of microprint lines of the repeated words, "Vermont Certificate of Title", rendered in erasure-sensitive ink. The tint value of this shading will make any erasures especially noticeable. 2.3.22. Embossing: the area where the Great Seal of Vermont is printed shall also be embossed to give it a tactile feel. 2.3.23. All bidders must provide, with their bid, samples of their previous work clearly demonstrating their ability to provide all of the above security printing features. Failure to submit samples of all the security features with the bid may result in bid disqualification.
